Vung Tau, June 2025 – PetroVietnam Marine Shipyard (PV Shipyard) has successfully launched and delivered the topside for an offshore substation (OSS) serving a wind power project in Taiwan. This milestone marks the successful completion of a complex and demanding project, exceeding expectations.
Topside – The Heart of the Offshore Substation
As the most critical component of the OSS, the topside weighs 3,390 tons and integrates all electrical systems, transformers, control systems, and operational utilities. Its outstanding completion once again affirms PV Shipyard’s superior capabilities in fabricating offshore structures to international standards.

“The topside is not just a steel structure – it represents a sophisticated integration of mechanical, electrical, and automation engineering. The successful completion of the OSS project is a testament to PV Shipyard’s technical expertise and capability to deliver large-scale international projects”
– a PV Shipyard representative shared.
Advanced Technology Integration
The topside is equipped with advanced technologies, including:
- Electrical systems: high-capacity transformers, high-voltage switchgear, and power distribution networks.
- Control systems: SCADA technology, remote monitoring, and automation.
- Safety systems: fire suppression, lifesaving, and emergency evacuation.
- Auxiliary utilities: HVAC, water treatment, and accommodation for operational personnel.
Overcoming Challenges – Demonstrating Capability
During construction, PV Shipyard faced numerous challenges such as:
- Harsh weather conditions during the rainy season in Vung Tau.
- High technical requirements demanding precise equipment installation.
- Tight deadlines while maintaining international quality standards.
Despite this, the PV Shipyard team successfully:
- Completed all installation and testing tasks on schedule.
- Achieved DNV-GL international quality certification.
- Performed successful pre-commissioning trials.
- Safely loaded the structure onto a barge for transportation to the installation site.

Strategic Significance of the Project
This OSS project is PV Shipyard’s first-ever offshore substation delivery, playing a vital role in Taiwan’s offshore wind development plan, which targets 5.7 GW of capacity by 2025. Taiwan is now among the top 7 countries with the largest offshore wind industries globally.
The substation built by PV Shipyard connects offshore wind farms to the onshore power grid, contributing significantly to Taiwan’s journey toward clean and sustainable energy.
Flawless Handover Process
Prior to handover, PV Shipyard completed all required verification procedures:
- Quality inspections per offshore wind industry standards.
- Delivery of full technical documentation and as-built drawings.
- Certification of safety and quality for the complete system.
Looking to the Future
The OSS project’s success marks not only a major achievement for PV Shipyard but also a milestone for Vietnam’s renewable energy industry. With the completion of the jacket, piles, and topside, PV Shipyard has proven its competitive capabilities on par with leading international contractors.
“We take pride in being a Vietnamese enterprise fully capable of designing, fabricating, and delivering a complete offshore substation. This is a powerful demonstration of Vietnam’s heavy industry on the global map,”
– PV Shipyard leadership emphasized.

Commitment to Sustainable Development
Looking ahead, PV Shipyard continues to invest in:
- Enhancing technological capacity and training high-quality personnel.
- Expanding international cooperation in the renewable energy sector.
- Developing innovative solutions for the offshore wind industry.
With a solid foundation from this first OSS project, PV Shipyard is well-positioned to seize new opportunities as Asia’s renewable energy market continues to expand—contributing to a greener and more sustainable future.
